The file was delivered via Dr. Ihsan Efrini of the Kurdish National Committee of North America to Canadian Member of Parliament Tom Kmiec, who officially referred it to Fayçal El-Khoury, Chair of the Subcommittee on International Human Rights, for formal review and legal evaluation.
